News: Russia and Belarus: Cooperation priorities on the physical training and sport

Russia and BelarusThe report of the secretary general of Russian Multisport Association, Alexey Kylasov, presented at the international seminar «Russia and Belarus: Cooperation priorities on the physical training and sport» that was held on February, 8 in 2006. The ways of interaction with Belarus sport federations. Belarusian government invited Alexey Kylasov, the secretary general of AMSR, Irina Rodnina, the head of «Sport Russia», and Nikolay Borovkov, the deputy head of the Department for international and regional contacts of the Federal Agency on Physical Culture and Sport, to participate in the seminar.

Multisport Association of Russia

The structure of the national Olympic committees (NOC) should meet the requirements of the IOC, in particular, along with the Association of Summer and Winter Sport Disciplines there should also be the association of sport federations recognized by the IOC. In the International Olympic Committee such association is called ARISF.

Taking into consideration the necessity of spreading Olympic principles and support of all the developing kinds of sport in the world (in accordance with Clauses 3, 26, 27, 29 of the Olympic Chart) the IOC recommends the national committees to establish such associations. At present 184 NOCs of 202 have such structures.

In Russia such an association was established on November, 15 in 2005 after consultation with the IOC and in agreement with Rossport. It is called the Union of Russian public institutions dealing with sport disciplines recognized by the IOC but not included in the Olympic Games program, «Multisport Association of Russia».

The title of Multisport Association was worked out during the negotiations with the representatives of IOC, ARISF, IWGA. The basic idea was to consider the striving of any sport for becoming «Olympic», which means including as many sports in the program of the Olympic Games as possible. Thus, the usage of the potential negation in the title of «non-Olympic sport disciplines» appeared incorrect to the sport disciplines recognized and seeking recognition of the IOC.

Besides formal functions Russian Multisport Association must realize this task at the whole variety of «non-Olympic sport disciplines». At present the recognition of a sport discipline is the most important constituent of its dynamic development (also due to additional investments) and a primary condition of including in the Olympic Games program.

Besides, NOCs need a structure that would organize the participation of national teams in the World Games. According to the Olympic Chart and corresponding regulations of NOCs, the exclusive right of presenting a national team at the World of Olympic Games belongs to NOCs. Consequently, such an association should be a part of NOCs.

Information about ARISF

ARISF was founded in Switzerland in 1984. At present it unites 29 international sport federations. The association appeared because the federations, having been recognized by the IOC, saw the necessity of working out a common course of the interaction with the International Olympic Committee. And the main aim was to gain the opportunity to come out with questions of including the sport disciplines they represent in the program of the Olympic Games.

ARISF is presented in committees of the IOC and it takes an active part in the IOC work. This fact gives ARISF an opportunity to influence the whole Olympic Movement. It means that all ARISF athletes and officials follow the ideals of the Olympic Movement. At this, the IOC confirms that the federations of these sport disciplines have the right for the support of national Olympic committees. The president of ARISF is Jan Fransoo (the Netherlands, the president of IKF), and the honorary president is Ron Froelich (Germany, the President of the International World Games Association).

Jan Fransoo, the president of ARISF and an IOC member, comments on the establishing a new association in the structure of NOC:

- During the last four years the IOC president repeatedly asked NOCs to make their structures meet the requirements of the Olympic Chart and the existing structure of the IOC. It is really pleasant that many countries do it and are ready for the cooperation. In particular, I can only welcome that along with the associations of summer and winter Olympic sport disciplines an association of federations recognized by the IOC, similar to ours, is to appear in the structures of NOCs. This association will collaborate with any national sport in a country and prepare their recognition on the international level.

Information about IWGA

On the eve of the 7th World Games, held in Duisburg, Germany in 2005, the IOC President Jacques Rogge asked NOCs to render the assistance in forming national teams. In his letter he paid special attention to the fact that only NOCs had the right to present national teams.

Since IWGA foundation the IOC President has been opening the Games. He emphasizes that that the World Games are the Olympiad in non-Olympic sport disciplines. The Games are held according to the Olympic system once in four years. The primary aim of IWGA is the popularization of sport disciplines that are called ‘non-Olympic’.

The number of IWGA members has grown from 12 to 33 since the moment of its establishing. To become an IWGA member an international sport federation must gain the recognition of the IOC. Besides, this federation must be a member of GAISF.

The ways of interaction with Belarus sport federations

The Russian experience of establishing such a structure could be useful for Belarus. The administration of Russian Multisport Association is ready to provide organizational and systematical help in establishing a similar structure. If in Belarus there is the necessity of regulating the relations between non-Olympic sport federations, Belarusian Olympic Committee and the State Sport Committee, the Russian part can share its experience.

Among the aims that AMSR sets there are following:
-Assistance in holding in Russia state policy in the sphere of sport, work, aimed at formation and development of mass sport, assistance in democratization of sport life, creating and developing legislative basis for national sport in modern conditions of market economy and implementation of the necessary commercial activity directed to solving set tasks;
- Rendering assistance of ARISF and other international organizations to the members of the Association in recognizing sport disciplines by the IOC;
- Assistance to include in the Olympic Games program sport disciplines presented by the members of the Association;
- Struggle for providing «clean» sport, including following the rules and requirement set by the World Anti Doping Agency;
- Propaganda of Fair play principles;
- Development, propaganda and protection of the Olympic movement interests in Russian federation in accordance with the Olympic Chart;
- Providing support in the election of the representatives of the Association to the international organizations connected with the Olympic movement;
- Presenting the interests of the Association and its members in questions connected with the Olympic Chart, the Olympic Congress, the Olympic Solidarity, the Olympic Games and the Olympic movement on the whole;
- Organization of the Russian National Team Participation in international sport competitions in sport disciplines which are not included in the program of the Olympic Games (the World Games, Asian Games);
- Organization and holding National Games Open, holidays etc. in sport disciplines which are not included in the program of the Olympic Games;
- Purposeful and systematic activity connected with bringing in sponsor and charity investments for the set aims of the Association;
- Carrying out informational policy and taking active part in sport mass media according to the interests of the association;
- Active participation in sport mass media;

Russian Multisport Association invites Belarusian Sport Federations, developing sport disciplines which are not included in the program of the Olympic Games to cooperation.
